I'm looking for something that would allow me to make a cassette from a 3.5mm cable, 1/4th inch, or usb cable and the Pyle Home Tuner Digital Dual Cassette Deck is the only thing I could find that might do this that isn't a shoebox recorder. My question is can I actually use it to put mp3s on a cassette or is it meant to do the opposite? I'm just looking to do short runs of cassettes, but they're new to me as far as duplicating. I was also looking at the Kingdom Done duplicate because there's plenty of them on Ebay but I am not sure how to make the initial cassette for it.

Any dual cassette deck should work fine for everything you want to do.

The cassette deck will have RCA in/out jacks.
Your computer audio interface will probably have 1/4" output jacks.
Just use adapter plugs on your connecting cables so that one end is 1/4" and one end is RCA.
If your interface happens to already have RCA outs (or maybe you can run through a mixing board that has RCA outs) then you can skip the adapters.

Any tape deck that has inputs and outputs will allow you to record audio from your computer onto the cassettes and also record from cassettes onto your computer.

Unless you are in a hurry or have a large number of tapes to make, I'd recommend not using high speed dubbing when making your duplicates. Sound quality may suffer a bit.

Use Type II (CrO2) tapes (as opposed to Type I / Normal) for best results.

Try to find tapes that have a length that is close to the running time needed for your album so there isn't like 30 minutes of extra tape people need to rewind or fast-forward through to get to the start of the other side.

I took your advice and got a Pyle Pt-649D. I ordered 25 type-I and 25 type-II to compare the sound as well for the kind of stuff I'm going to put on them. I have a few Type-Is I'm trying out, I have a few questions though in my test runs. I'm recording from the phones output of my UX2 through a 1/4th inch converter to an aux-to-rca converter. My three questions are

1. What are some ways to handle noise reduction?

2. How do I tell what volume my input needs to be when making my master tape that I will dupe?

3. When I hit the record button, the first few seconds on my tape are slowed down and sound a little off, but they speed up to sound at the right speed, why is this?
