I say go for a Shure SM58 for vocals, it's a little over your budget but not by too much plus they are very good and should keep you happy for quite a while and should do nicely for just about any style.

If you're using it for instruments go with a Shure SM57 (although some people use them for vocals too).

These are both of a very good quality for the price and I've used both of them for recording and have no complaints at all about them.

I prefer the SM57 to the SM58 for just about everything. If you're doing harsh vocals, the SM57 is pretty hard to beat... for the price.

You may be able to get an AT2020 for that much.

Also you may want to check out the E/V and Audix mics in the price range. For instruments, I really prefer Audix mics to Shures, but I haven't experimented with them for vocals. And E/V are highly regarded.
