When putting in the percentage I get - 'Please enter a review title. It can be a brief summary of your review. Please enter your review content!'

To give a record a score i click the small wrench and the 'write a review'? or is there some other thingy i should click?

Exactly. But since you are 'writing a review', well, you *do* need to write one. If you just want to give ratings to albums, it's not possible.
