Somebody hacked into my fucking profile and submitted Wham! and A Flock of Seaguls as a joke, a joke that lost me all my points and made me unable to contribute to the archives anymore (my profile was disabled). How do I contact the webmaster, and will they even believe me? This really sucks since I have a whole bunch of bands to submit as well as some other stuff like missing information.

You probably won't get your points back nor be enabled to contribute again, unless you can furnish proof that it wasn't you, but in the world of the internet this is practically impossible. All you can do is to register again, delete your reviews and submit them under the new account.

I do actually have proof. The person who did it is a Metal-Archives member, but I dont want to disclose his name since if he loses all his points and gets his profile disabled that would really suck for him. Hes also a friend of mine, I know him personally. Do you think I should just disclose his name or that if I do he will be fucked as well?

Unless he's willing to post here and be dursted, your situation will not change.
