Judging by some bands (Soundgarden, Alice in Chains, The Melvins) listed in the archives you are right to be confused but the MA is accepting only metal bands with some exceptions (side-projects, historical significance e.t.c.) and the bands you mentioned are NOT metal.
(By the way has anyone noticed that if you search for Europe in the band name box, Lucifer's Heritage pop out?)

All of those bands have a bit of metal qualities. Especially the fucking Melvins.
