Say if you have a bunch of footage and want to slice it up and piece it together to make something comprehensible out if it, what is a good program or decent bit of software for doing so? I know there's movie-editing stuff out there, I'm just unfamiliar with it. Preferably something that lets you dub in sound too would be nice. Thanks in advance for the help

I assume you have operating system and price requirements. Could you specify them?

There's always Adobe with something under the ass...

I mean Adobre Premier is one of the best software to edit video.

Try it.

Ive used both Premiere Elements and Sony Vegas Pro. Premiere is designed for professional use, Sony Vegas is much easier to use.

Since you are "unfamiliar with it", Id go Vegas.

you can try out adobe by torrenting it if you wanted also before buying. I have it and it is very good, basically the PC version of Final Cut. Both work the same way and are very basic and easy-to-use programs.
