Maybe, just maybe, Aurora black might fit the bill here. Not quite punk/hardcore black metal, but it is certainly dumbed down enough and incorporates some of those elements.

This may sound unbelievable, but UnderOath's first two albums (although the first album IMO wasn't that good) were heavily influenced by black metal and a bit of death metal:

Malveillance played very ugly form of black metal/d-beat on Just Fuck Off. Which was odd, considering many of the other releases before and after have been rather standard raw/minimalist BM in the usual vein.

Infernal Stronghold. Especially the Excommunicated full length and the Land of Piss and Poison split with Woe. Their latest album "Godless Noise" abolishes their punk influences in favor of total blistering black metal harshness but their earlier stuff is about a 50/50 split and fucking incredible.

Fuck Off And Die! are pretty aggressive and pissed off black metal that crosses over with punk and some thrash.

Along the same vein you have Rookwood's You Worship Shit which is a ferocious album from this quality band that crosses black metal with punk sensibilities that creates a convincingly rage filled sound.

Iskra may also appeal to you as a black metal/crust punk band. I've only heard the self-titled, which was some rather raw and intense stuff even if it didn't appeal to me that greatly.

Scum from Norway is either a black metal band with punk influences or a punk band with black metal influences. Don't know which, but I do know, that it's obvious that some of the members are from Emperor.

Fukpig are a mixture of BM and grind, perhaps with greater grind leanings than you're looking for though.

Lot's of great bands have been mentioned (Iskra, Martyrdod, Infernal Stronghold, Murderess, Ramlord, and Dishammer are all fantastic), I'll add Suicide Nation, Winteraxe, Dodsangel, Order Of The Vulture, Heavy Cross, and Hotbild to the list. Suicide Nation mix Black Metal and Skramz (and a bit of Crust), Winteraxe mix Ambient BM and Stenchcore/Crust, the rest mix BM w/ Crusty D-Beat/Hardcore.

Impaled Nazarene's first album also has strong punk influence, but I wouldn't recommend it to most people. Listen for yourself if you like it: (http://www.youtube.com/watch?v=ci_4XD0Es-s). Later Impaled Nazarene is more diverse in its influences, but the punk is still very apparent.

Malveillance is probably the best band doings this style right now. Aksumite's The Gleam of Wetted Lips is pretty grand as well. Also the first two parts of the Esoterrorism trilogy by Disguster are raw fast and punked out.
