i just want music that is insanity, people laughing, screaming, whispering, crazy nontraditional music, creepy lyrics etc

Diablo Swing Orchestra would fit I guess, but I haven't heard them in ages. Devil Doll is good avant-garde stuff. Not super heavy on the metal, but great nonetheless. There's also a French circussy BM band called La Rumeur des Chaînes.

The genre "Dark Cabaret" as a whole will be of your interest. You should research it.

As for other recommendations:
Devin Townsend Project's "Deconstruction" album. The title track for an example
Idiot Flesh (same members of Sleepytime Gorilla Museum)
Pryapisme
Sebkha-Chott
Hardcore Anal Hydrogen
Pin-Up Went Down
Not metal, but Millirobo.beta is probably the weirdest you get
Carnival In Coal

Not my cup-o-tea, but an interesting band. I do like The Meads of Asphodel and Tjolgtjar, so it's not *that* much of a stretch...

You may already know him because you like Primus (I love them), but if you haven't checked out the wacky side of Buckethead, you so need to do so. My favorite of his wacky stuff is the Halls of Dimension album, which features an onslaught of riffs, funk, and solos mixed in with tons of totally strange sound effects, eerie voices, etc.

You also need to check out the Bucketheadland 2 album, which is a concept album about the demented side of Buckethead's fictional "abusement park" featuring lots of totally strange and sometimes gory stories and sick humor; not to mention an absolute goldmine of riffs. It's great. There's also The Cuckoo Clocks of Hell, which is totally demented and insane; it's probably his most aggressive, heavy, mind-numbingly crazy album ever.

Also, in the Pikes series, he has a bunch of albums that are completely nuts. Here's a few of his most experimental/avant-garde albums: Abandoned Slaughterhouse, Ydrapoej, Citacis, Outlined for Citacis, Rotten Candy Cane, Spiral Trackway, and Underground Chamber. There's a lot more too, but that should give you a lot of crazy stuff to chew on.

Enjoy the avant-garde side of Buckethead!

Not entirely sure I'd call them "psychopathic", but A Forest of Stars have some pretty off the wall material. Mister Curse's vocal approach in particular really helps drive the craziness alongside the strange lyrics.

Arcturus - (Le Masquerade...) are definitelly the best, but I would also second Diabo Swing Orchestra (The Butcher's Ballroom)

I would definitely add both Atrox's middle three albums with Monika as they're pretty insane, and the album she did with her sister Ann Marie under the name "Tactile Gemma", and maybe Ann Marie's two albums with The 3rd and the Mortal (especially In This Room). Tactile Gemma and those particular T3ATM albums aren't particularly metal but they do fit in with what you're asking for.

Very weird female fronted metal, avant-garde and off the wall.
