Hey guys. This is a tricky rec request because it's not for me but rather a friend. Here's some general criteria:

-It's gotta be slow. My friend hates fast stuff.
-Downtuned with modern production. The heaviness really needs to be pervasive.
-It's gotta be tough and angry. For this reason more Doom/Stoner/Sludge is excluded even though it fits everything else.
-Cleans ok but not preferred. For harshes, he likes lower growls. Raspy, rough, or shrieky vocals can turn him off entirely.
-He loves groove. Tons of string bending on the low E string is his ecstasy.
-Breakdowns are great for him, breaks are even greater.

He really likes Obey the Brave and Legend, as well as later Of Mice & Men and Architects. He gets enjoyment from only some songs from bands like later In Flames, After the Burial, Threat Signal, This or the Apocalypse, Beartooth.

This is mostly a hardcore/moderncore request, though some groovier more modern metal might fit his tastes. I'll be checking out all recommendations and giving my own input as to relevant I think it is to his tastes, and then probably in a week I'll be showing him most of the stuff.

I'm only familiar with 90s vegan straight edge hardcore, but a few bands come to mind.

This may fit the bill, if he isn't already very familiar.

It's doom influenced metallic hardcore.
It might be a little fast for him though, but it has it's slow plodding sections.

Earth Crisis is something he'd probably like. Not spot on, but I think he'd find it enjoyable. He won't like Sunrise though, they're too fast and melodic.

He won't like Xibalba, they're definitely too fast, and it sounds too me like Death/Thrash/Core. I love the first 2, but my friend really doesn't.

I should add that he's not a huge fan of melodic stuff in general. Also, it's very unlikely he'll know the majority of these because he doesn't find anything himself. Anything he knows, it's because I found it for him. He's new to the genre.

Bloodlet is great, thought about suggesting them, but they are old school, definitely not like the brand of hardcore mentioned in the op.

Since you emphasized "groove, heavy, tough and angry, low growled vocals", if he can take stuff leaning more toward groove metal with hardcore vocals. he might like the next one. This song is off their first album, but I actually prefer their second, Harmony of Discord, which is easily the heaviest album I've discovered this year.
