Zions Gate in Seattle has a good metal selection. Kind of on the high side price-wise though. They also have an Everyday Music right around the corner. Unfortunately, it's closed. I can't offer any input for the Boise area as I've never been. Good luck on the hunt though.

Rough Trade In Nortingham has a large metal vinyl section. HMV in the Victoria centre has a huge selection of metal CDs, a surprising amount of death and thrash (many local bands are stocked).

Also the HQ of Earache is here (not something to be proud of nowadays), so a lot of their stock often circulates.

For anyone in Northern Virginia, Records & Rarities at the Springfield Mall has a decent quality metal selection on vinyl, CD, and sometimes tapes. A couple of the guys who work there are in some local punk & metal bands, and so they always have some flyers for small shows in the area, and they're always spinning some cool shit in the store.
